After the 1978 economic reform and open policy, international development NGOs entered China by working on emergency relief, humanitarian aid, poverty alleviation, health care, primary education, and environmental protection projects. In the past 20 years, these international NGOs evolved from the early stage to more advanced stages, and their capacities extended from emergency relief to holistic development and policy advocacy. This research focuses on their strategy for further development in China, giving a depiction of their development track in China based on case studies of three leading international NGOs in China: Oxfam Hong Kong, Heifer International and the Salvation Army. In the discussion part, an analysis of evolvement is given based on Korten's four-stage theory; a strategic analysis is made within Balaz's framework of enabling successful strategy; and a SWOT analysis is drawn to show both internal choices and extern alternatives for further development. Recommendations are brought forward according the internal capacity building and, more importantly, the external opportunities to participate in the socio-economical development in China
