This is a micro study on the feasibility of using the land pooling/readjustment technique in Rajshahi City in Bangladesh. It has a proven record in Japan, South Korea and Taiwan as a technique for managing and financing the unified subdivision of private landholdings in urban-fringe areas into streets, public open spaces and serviced building plots for the planned urban uses. There is need for such a technique in Bangladesh to improve the development of its cities. A draft scheme for a landowner cooperative land pooling/ readjustment project was prepared for 6.75 ha. of land in 18 separate holdings in the urban-fringe area of Rajshahi. The land was both physically and economically "ripe" for subdivision for housing development. The draft scheme included a schedule of land owners, holdings and values; a subdivision layout plan; an infrastructure; plan cost estimates and a financial plan; a plot reallocation 1 plan and schedule of values; and a statement of the proposed implementation'-'' arrangements. The proposed land pooling/ readjustment project could be implemented over 12 months. The land owners would have to give up 18.3% of their land for roads, etc and 38.3% as serviced plots to be sold for cost recovery, but the remaining 43.4% retuned to them would be as serviced plots with a market value some 52.8% greater than the market value of their rural land. The draft scheme was submitted to the 18 land owners to ascertain their possible willingness to join the proposed project. Ten of the land owners holding 76.36 % of the land by area and 77.91 % by value said they would join it. The other eight land owners said that they would not as they would perfer to sell their land and purchase rural land elsewhere so as to continue their farming activities . The draft scheme was therefore ammended to provide for the buy - out of these landowners. Alternative possible arrangements were also identified to circumvent the barrier of uncooperative landowners. The case study of a possible pilot land pooling/readjustment project demonstrates the feasibility of and possible benefits from introducing this technique in Bangladesh. The author's research also enabled him to identify a number of key issues to be resolved in order to adopt the technique and recommendations are made on these issues.
