Sc.) - Asian Institute of Technology, 1989 N2 - This study focuses on the key issues of electrical energy conservation in commercial sector in the design of new commercial buildings. Also the measures, actions and programs in the U.S., IEA countries, Brazil, and Singapore for energy conservation in buildings, especially the experiences in the design and management of buildings have been utilized in the study. A field survey was undertaken for Thailand to learn the general trend of new building design and to find out for the obstacles and constraints of electricity savings in buildings from the people involved, called later on the "actors". The actor who had an influence in making decision on building design and construction and who placed the constraints to that decision could be identified from the survey result. Evaluation of the reactions to Energy Conservation Programs was also included .
