Project are one-time jobs that have pre-defined starting and ending dates, a clearly specified objective or scope of work to be performed, a pre-defined budget, and usually a temporary organization that is dismantled once the project is complete. An important problem for those kinds of organizations is to reach, even for a short period, a good efficiency in being supported by a performance control structure: accurate and useful monitoring and reporting tools as well as a fast and accurate loop of information. This is even more true for a telecommunication project which is the case treat in this thesis: the really short time allowed to proceed after contract negotiation compare to the scope of work does not offer the necessary time to optimize the temporary organization. Then, it will be possible to compare the performance of different solutions for an organization by analyzing the starting organization of a project, by sorting the needs and by developing a tool for simulating the speed in the loop of information for different proposed organization. This proposed tool might be used to improve the monitoring and control of a project in the future.
