  <abstract>The aim of this research was to study socio-economic impacts of the Ialy hydropower project on the resettled people. The resettlement process in the Ialy hydropower project was studied with emphasis on the prerequisites for a "successful resettlement" in Kontum province, and the level to which the affected people had the chance to participate in the planning process. The methods for investigations included literature review, interviews and observations. The Ialy hydropower project contributes to the economic growth in Vietnam in general and in Kontum province in particular through the increasing supply of low cost energy that will support the anticipated expansion of the power system in Vietnam. Two provinces were affected by the project and approximately eighty percent of the people affected belong to the ethnic minority group. The project involved negative impacts such as involuntary resettlement of nearly 5384 people included within 1149 households in Kontum province. Of those living in the basin area, 84 percent was occupied as agriculture laborers and the remaining percent was engaged in forestry, fishery or small private business. The lack of proper resettlement planning in earlier hydropower projects in Vietnam because of inadequate experiences in resettlement issues and the lack of affected people's participation. In the implementation of the resettlement in the Ialy project, guidelines based on resettlement policy of the Vietnamese Government and ADB were used. From this it can be argued that the resettlement process for the Ialy project should be aimed at the affected people too. The consequences of the resettlement can be seen in two different perspectives, a short-term and a long-term. In a short-term perspective, we saw that there were difficulties for the resettled people. However, in a long-term perspective, we believe that the socio-economic status of the affected people will be improved; the resettlement can be seen as a development opportunity and a possibility to escape poverty.</abstract>
