  <abstract>Short-term flood forecasting has became more important  recently, but expertise is needed to develop and to operate  suitable flood forecasting models. In the last two decades,  expert systems have been developed to provide the expertise of a  "human" expert. A flood forecasting expert system (FFES) is  developed in this thesis. The system consists of a knowledge base  system and an external system. The external system was converted  from an existing important flood forecasting package. However,  modifications have also been made, so that the programs of the  external system can accept more types of daily discharge, and a  wider range of input data, and it is more user-friendly and  efficient. The knowledge base system represents the expertise in  selecting and in calling up a suitable program for the user. It  was built on top of the (external) flood forecasting package and  depending on the information provided by the user, it can select  a suitable forecasting model to perform the required job. This  FFES shows that an expert system can be adapted to sane reliable  and existing package possibly by some conversion and  modification, thus extending its life cycle.</abstract>
