  <abstract>The governor of engine generator set is used to regulate the  engine speed under different load conditions by adjusting the fuel  supply. The speed of the engine is the most important parameter.  Governor systems , mechanical and electrical ones , keep speed and  voltage constant.  In this research, the characteristics of governor systems will  be discussed and the responses specially for biogas fuel be  measured and discussed. At the same time, the governor simulation  software will be developed to analyse the parameters system from  both frequency and time response point of view, for example Bold  plot , Root-locus, Nyquist plot , Gain Margin, Phase Margin and state  estimator for full state feedback , and so on. It will be more  helpful for studying, design and analysis of governor system.  Otherwise , the practical circuit of electronic governor has been  constructed and tested in the laboratory. It will show in · the  literature also. On the principle of low cost and reliable  operation, the electronic governor is high potential for using in  the future.  Finally, an experiment investigation on a mechanical and  electronic governor, it can hold down to 100 US$ then the  electronic governor will more suitable replacement the mechanical  governor in the rural area. And it have been carried out in  laboratory.</abstract>
