    <subfield code="a">Urbanization and industrialization has accelerated worldwide and various envirorunental  problems have emerged. The Brown Agenda lists the most critical envirorunental  problems as lack of water supply, inadequate waste management, inadequate pollution  control, landuse problems and the interrelationships between them. The old forms of  urban management and industrial regulation were inadequate to mitigate local  envirorunental problems. There is growing realization that sustainable development  should focus attention at the local level. Agenda 21 reveals that the majority of actions  needed to achieve sustainable development must be taken at the local level and one of its  major recommendations is that each local authority should develop a program and an  action plan along the lines of Local Agenda 21. In response to these initiatives an Urban  Envirorunental Management Plan at the municipal level will meet the requirements of  attaining sustainable development.  Tiruppur, a special grade Municipality in Tamilnadu State, India is a booming and  rapidly growing town with strong economic base due to the concentration of textile and  knit wear industries. The study revealed Tiruppur, like any other town facing rapid  urbanization and industrialization is host to a number of envirorunental problems from  both domestic as well as industrial sectors. No cohesive integrated approach to solve the  envirorunental problems has been attempted by the municipal authority and other related  institutions. However, initiatives have started to facilitate formulation of urban  envirorunental management plans at local level with recent amendments to the  constitution. The 74th Amendment to the constitution assigns environmental protection at  the local level to the local authorities with active citizen participation. In addition, the  Envirorunental Action Program of India focuses on envirorunental policies pertaining to  envirorunental management by the local bodies.  It is against this background that the feasibility of an UEMP for Tiruppur has been  explored as the theme for this study. As a part of the study, the existing envirorunental  situation due to infrastructure deficiencies were analyzed based on the norms adopted by  the state goverrunent. New projects have been proposed to meet the gaps. The study also  discusses in detail the existing initiatives with regards to private sector participation for  the Water Supply and Sewerage Project. In addition, the study explores and identifies key  potential components, which contribute to the framing of an UEMP and an action plan.  Two critical components of the Urban Envirorunental Management Plan that have been  analyzed are the envirorunental policy that envisages protection of envirorunent and the  legal framework, which facilitates the same.  It describes the systematic steps to be followed in the formulation of an UEMP and  attempts to detail out the responsibilities of the various institutions and agencies  involved.</subfield>
