  <abstract>HaiPhongcity,  Viet  Namis  currently  facing the  challenge  of  extension  due  to  demographic growth, rapid economic development and urbanization process. In this context, water supply system has to quickly adapt, expand coverage, and increase efficiency.The  goal  of  this  research is  to  document  and  support  adaptations  and  improvements  in HaiPhong One Member Water Supply Company, Ltd. (HPWSCo). The objective is twofold. It first proposes to assess HaiPhong{u2019}s water supply system through performance analysis and a  benchmarking  approach  based  upon  Data  Envelopment  Analysis  (DEA)  and  that  involves other   cities   of   Vietnam.   Second,   the   research   assesses   options   for   water   distribution expansion  in  case  study  areas  (Duong  Kinh  district  and  Do  Son  district),  using  hydraulic modeling with EPANET platform.DEAwas  used  for  assessing  technical  efficiency  of  water  supply  systems  in  a  comparative manner.  DEA  is  a  form  of  non-parametriclinear  programming  technique,  which  assesses technical   efficiency   of   input/output   processing   units   (decision   making   units -DMUs), highlights   discrepancies   between   units,   and   areas   for   potential   improvement.   The performances of HPWSCo and other 9 cities in the same group of capacity are evaluated and utility  rankings  established.  Two  DEA-based  approached  have  been  performed:  synchronic efficiency analysis, leading to benchmarking HPWSCo against 9 other cities of similar water supply  capacity  in  Viet  Nam  in  2009;  and  diachronic  efficiency  analysis,  leading  to benchmarking HPWSCo in 2010 against past HPWSCo performances (from 2000 to 2009).Results show that HPWSCo{u2019}s performance in ranks 5thout of 10 cities, with ample room for improvements.It is because of 2 most important variables which impact to DEA results (Cost recovery  ratio  and  Water  tariff)  of  Hai  Phong  only  have  value  in  average  range  compare  to other  cities. It  also  proves  that  we  need  more  detailed  input  data  to  make  DEA  based benchmarking   more   efficient. Diachronic   analysis   shows   the   changing   performance efficiency  of  HPWSCo  over  11  years;  the  period  can  bedivided  in  3  sub-periods:  before 2001,  from  2002  to  2005,  and  from  2006  until  2010.  These  results  are  corresponding  to  the status and strategy of HPWSCo in each time periods. The performances of HPWSCo tend to improve over time.Moreover, it showed that the results are affected by inflation in 2 cases: Firstly, inflation is too high (over 20%). Secondly, inflation has minus value.The  processes  to  develop  Water  Distribution  System  (WDS)  are  determined  by  setting  up  a hydraulic  modeling  for  selected extension  area  (Duong  Kinh  district  and  Do  Son  district) with  EPANET  2.0  tool.  Firstly,  it  is  very  important  to  finding  and  choosing  the  water resource  which  provides  water  for  study  area.  The  next  process  is  designing  2WDS alternatives.  Lastly,  bycomparing  the  results  of EPANET hydraulic  models,  it  shows  that alternative 1 need less 12000 meters of 600 mm diameter pipes and more 3414 meters of 400 mm  diameter  pipesthan  alternative  2.  At  the  same  time,  it  requires  9  meters  pump  head higher than alternative 2. In conclusion, the alternative 1 is defined as the better solution for extension  in  Duong  Kinh  and  Do  Son  districts  of  Hai  Phong  city.It  provides  insights  and recommendations for HPWSCoto establishing sound and timely extension strategy</abstract>
