  <abstract>A   regional   inequality   is common   phenomena   particularly   in   the   debate   of   social development including health care. Efforts are made to reduce the regional and rural urban inequalities through promoting the equitable access to health care services and facilities all over  the  world.  Whether  the  policy  makers  succeed  to  get  equity  in  services  in  the boundary  of  the  rein  or  not?  It  basically  depends  upon  the  nature  of  policies  and programmes  they  formulate  to  implement. In  Pakistan  district  is  taken  as  a  planning  tool for  health  care  development.  Due  to  unequal  topography  and  socioeconomic  differences there  are  sharp  rural  urban  and  inter-district  variations  in  Pakistan.  In  Pakistan  federal government  keeps  the  mandate  of  policy  making  however;  the  provincial  and  district government implement those policies. This  study  explores  the  inter-district  variation  in  health  care  services  and  development  in Balochistan.  The  qualitative  cum  quantitative  approach  of  research  is  applied. Firstly,  to identify  the  priorities  of  policies  and  programmes  in  the  context  of  health  care  services coverage the policies and programmes are critically analyzed. Then in order to find out the inter-district variation in health care services the study uses a set of twelve (12)  indicators, of  which  ten  (10)  indicators  are  related  to  curative  health  care  and  two  (2)  are  selected covering  the  curative  aspect  of  health  care.  Using  0-1  transformation  value  technique, every  indicator  is  given  a  transformed  value.  While  summing  the  individual  value  of  all variables, a campsite index is calculated. Then based on the transformed values of curative variables,  a  composite  index  is  calculated  for  curative  health  services.  Likewise,  the composite  index  is  also  calculated  for  the  preventive  variables.  Districts  are  ranked  as under  developed,  moderately  developed,  developed  and  less  developed as  per  the  weight they  attained  in  the  composite  index.  After  the  levels  of  development  are  identified,  the results  are  mapped  through  ArcGIS  software  and  maps  are  produced  showing  the  inter-district variation in overall healthcare, curative and preventive health care services. There  are  found  sharp  inter-district  variation  in  curative  and  preventive  health  care services  separately  and  the  disparities  are  also  found  by  adding  both  of  the  curative  and preventive  services  through  overall  composite  index.  The  far  and  flung  districts  of  the province  Musa  Khel,  Barkhan,  Killa  Abdullah,  Dera  Bugti,  and  Kharan  are  found  less developed while Quetta and Ziarat are ranked in the category of most developed districts of Balochistan.  This  analysis  of  ranking  revealed  that  there  is  policy  failure  to  promote equitable health care services and reduction of inter-district variation. However; the degree of variations was comparatively less in case of preventive health care services as compare to  those  of  curative.  For  the  analysis  of  the  contributing  factors  responsible  for  variation among the selected variables, the statistical test zero-order correlation matrix was applied. Majority of variable were statistically significant except a few. In  order  to  promote  the  equitable  provision  of  healthcare  services  and  facilities  in Balochistan  recommendation  are  given  based  on  the  critical  review  of  the  policies  and programmes  and  findings  of  the  study  while  using  the  selected  indicators  related  to curative   and   preventive   healthcare   for   inter-district   variation.   These   include   de-concentration  of  the  health  care  services  from  the  provincial  capital  and  focusing  the infrastructure development of the poorly developed districts.</abstract>
