A new method is presented to describe the one-dimensional frequency spectral refraction by current and/or topography when random waves propogate into current region field with varying water depth at an approaching angle. An experimental study in random waves opposing current has been carried out to verify the present method partially. The results of the comparison between the predicted and measured values in recommended significant wave height could be considered accurate.
