The idea is that Thai construction industry should spend the good chance to recognize the term 'quality' in better ways than in the past. The quality management program aims to find the way of managing of work in order to ensure the safety and to satisfy the end-user's requirements. However, in construction industry, only few people really knew or understood the quality management program as well as its importance. These causes difficulties to introduce quality management approach for any Thai organizations. Achieving quality management is an evolutionary process which Total Quality Management (TQM) stands on the highest level. TQM emphasizes on people to continuous improvement and requires total change in management style and way of thinking. Before employing TQM, it is important to first understand what corporate culture of an organization is. The corporate culture of each organization is unique and aims the values and beliefs of the organization which can either be a strong or weakness forTQM. This study selected the construction projects of the Electricity Generating Authority of Thailand (EGAT) to .test its possibility ofTQM application. From interviews with senior managers who perceived EGAT's culture at the deep level, they showed the strong culture of EGAT that they are proud of the way of their management and their work. The study concludes that TQM alone cannot be successful to implement in the construction projects of EGAT.
