More than four decades after independence , the urban planning system in Indonesia, formally , is still based on "Stadsvorming Ordonantie " and "Stadsvormingsverordening", Dutch Colonial regulations, which were aimed for rebuilding the war damaged cities in Indonesia. Complementing these ordinances several regulations have been issued by the Ministry of Home Affairs and the Ministry of Public Works as well, but the application of the l egal system for urban planning is facing many problems. In addition the administrative system of the planning related agencies is not conducive to carrying out urban development activities. This descriptive study aims to review the legal and administrative system for urban development planning in Indonesia with focus on the devel opment plan for Yogyakarta which was officially adopted in 1986. This was undertaken by, first, reviewing the national administrative system and presenting a comparative assessment of the laws and regulations on urban planning , second, assessing the application of these laws and regulation in Yogyakarta and third, by conducting an opinion survey on these matters among planning officials and experts. The study finds that there were inconsistencies and conflicting provisions in SVO and the Ministerial decrees especially evident in the provisions regarding duties and responsibilities of the authority, types of plans to be adopted, citizen participation and approval procedure. The study also finds that citizen participation in the preparation of development plans was not sufficiently conducted, whereas development control measures for implementing the development plans were not sufficient. This was aggravated by a lack of qualified manpower and financial shortage; at the local government level.
