  <abstract>This paper conducts an ex-post analysis of an  electrification project in the Himalayan region of Himachal  Pradesh, a state in the northern part of India. The purpose of  the analysis is to investigate the underlying rationale, to  compare actual performance with expectations and to study,  evaluate and analyse the appraisal perspectives of the scheme.  The discussion begins with tracing the causes and  suggesting possible remedies for the staggering cost and time  over runs which characterised the project under consideration   (Chapter 21. This is followed by the demand side  (revenue)  studies (Chapter 31. The issues of demand and tariffs , the  major determinants of revenue , are extensively dealt with.  Chapter 4 brings the cost and revenue aspects together and  goes on with a discussion on viability indictors. An effort  has been made to emphasis the need for establishing the  conventions which realistically account for the eventualities  that characterise such projects .</abstract>
