  <abstract>Command  and  control  measures  have  been  traditionally  used  by  governments  in  the intervention with resource use and allocation, but have proven to be weak especially in the developing  countries.    Public  participation  is  essential  in  making  environmental  planning and  policies  effective.    Despite  the  increased  public  participation  among  representative democracies in developing countries, failures in the implementation of the already existing laws and programs are still high.  Without understanding the reasons behind such failures, governments faced with the same problem will continue to go through the vicious cycle of creating  policies  but  failing  to  achieve  objectives.  This  study  explored  the  appropriate approach for an implementation study of a national water resource management policy that has  evolved  due  to  power  shifts  in  a  representative  democratic  government,  in  an  urban setting.    As  an  example  of  a  rapidly  urbanizing  city  in  a  developing  democratic  country going  through  some  environmental  issues  attributed to  failed  management,  Cebu  was chosen  as  a  site  for  a  water  resource  management  policy  implementation  study.    Urban environmental  management  tools  and  policy  assessment  framework  were  used  in  the analysis, with a national law on water management as the main policy assessed.  Inductive strategy was used as the design of the inquiry, using mixed methods approach in research and  data  collection.    Quantitative  and  qualitative analysis  were  used  to  analyze  the  data gathered.  A combination of urban environmental management and rapid assessment tools were  used  to  arrive  at  baseline  information  for  analysis.    With  the  use  of  a  multi-dimensional   policy   assessment   framework,   the   study{u2019}s   findings   showed   that   policy implementation  is  influenced  by  interrelated  variables,  and  the  interaction  among  the policy  actors  largely  caused  the  failure  of  the  implementation  of  the  main  policy.    It  also identified  some  gaps  in  the  traditional  public  participation  practices  when  it  comes  to policy  reform.    From  these  findings,  the  study  arrives  at  scientific  approaches  for  water resources  policy  assessment  in  a  metropolitan  area for  a  developing  country  with  a representative  democracy.    It  further  recommends  the  exploration  of  the  potentials  of public participation through decision making tools like Policy Delphi and technologies that could aid public participation through prospective avenues like e-governance. </abstract>
