In spite of all the attempts of the governments to improve the institutional sector for providing credit to the rural poor, their credit needs are still mainly supplyed by the non-institutional sector. The institutional sector has less experience in providing credit to rural poor and monitoring large numbers of widely dispursed small loans has become the main problem faced by them in handling rural credit . Various government departments have tried to provide vocational training and credit facilities to assist the poorer sections in the country . Matara District Integrated Rural Development Project (MIRDP) has also give~ financial assistance to various government and non-governmental institutions for this purpose and it was found that the success of these projects were very low. A credit scheme has been formed in Matara in 1989, namely Community Credit Service(CCS), under a non-governmental organization with t he financial support from MIRDP, to organize people at hamlet level into small groups and provide them credit facilities to start income generating activities. CCS has now started this credit scheme in a large number of hamlets in the district. Reliable information required for proper monitoring of CCS is not provided to the management at present and need has arised to develop a proper information system for CCS. A greater part of t he daily working hours of the staff is absorbed to attending various functions of the credit scheme. The data collected by the CCS are not processed due to the limitations of t he manually controlled management information system. The management information system of an organization can be developed easily with the use of micro- computers . The data collected by t he CCS at present can easily be used to generate different kinds of informations , with l east difficulty. The computers now available at the MataraI RDP office can be used for this purpose at the beginning and when t he CCS develops is activities, it will be able to use it's own computers in future . This study has for cussed to identify the information gap of CCS and to develop a suitable monitoring system. The main part of the proposed monitoring system has been developed with the use of dBase III plus, while certain information will be continued to be obtained manually .
