  <abstract>The  implementation  of  construction  project  in  the  form  of  EPC  was  applied  in  Vietnam   from  the  la te  90s  of  the  twentieth  century.  Many  EPC  projects  have  been  successful,  but   also  many  projects  behind  schedule,  cost  overrun.  The  result  of  this  situation  is  that   the  Owner{u2019}s design management  has not been adequate attention.  Better understanding  of the situation, the report has been studied the Owner{u2019}s civil design  management in EPC project as Vung Ang 1 thermal power  plant from Feasibility  phase to  EPC  phase.  The  research  also  analyze  strengths,   weakness   of  th e  project  and  develop  a   framework of  design management  in EPC project. In addition,  some recommendations were  suggested to improve  the design quality of power thermal projects</abstract>
