Environmental flows are natural of regulated releases of water intended to supply the needs of the environment to maintain specified valued features of the riverine ecosystem. Numerous methods, ranging from simple hydrological indices to complex, often focus on ecosystem sustainability in general way and consider only a few animal or plant species. People living along rivers depend for their livelihood to various degrees on functions of the river ecosystem and, since river flow is an important parameter in the functioning of river ecosystems, these people are thus affected by changes in the flow regime. This research study argues that in addition an approach is required from peoples perspective to propose a set of estimation guidelines adaptable for the socio-economic conditions in Asian countries. Due to worst water quality condition in Thachin River, apply water quality model to see how to improve downstream water quality condition. This study describes an analytical framework for assessing the relationship between group of people and the river flow regime, in order to able to determine flow requirements from people perspectives. The full range of river flow dynamics should be taken into consideration, which expresses the relation between river ecosystem functions and the river flow regime. However, QUAL2Kw has been applied by reduction of BOD loadings from different point and non point sources in order to ameliorate downstream DO level conditions of Thachin River. This study investigated the importance of environmental flows for healthy ecosystems in Thachin River. Analysis of historical flow data showed availability of environmental flow in Thachin River from peoples perspective; albeit its degradation of downstream water quality is now at alarming rates.
