  <abstract>Inadequate   resources,   technologies   and   cooperation   among   different   agencies   and government have made managing disasters in Nepal a daunting and herculean task. Although the perception that {u2018}floods are regular and common phenomena{u2019} in the region remains a bitter  truth  that  needs  outright  attention  and  actions,  they  are  countered  mainly  by  relief operationsrather than mitigation actions, and the fragile forecasting operations in floods of 2014  proves  rightly  so.  Imbalances  in  policy  and  practice  in  disaster  responses  have reluctantly  been  influenced  by  shifts  in  government  rulings,  lack  of  coordination  among international agencies and unstable disaster management practices. Proper disaster response mechanisms  in  league  with  endeavor  to  replace  old  legislations  by  fostering  strong coordination among agencies is the need of the hour to address problems in gapsin policies and implementation. This thesis hence studies the reasons for why the response efforts did not  align  with  the  disaster  management  legislation,  strategies,  policies  and  plans {u2013}while responding to the 2014 floods in Bardiya.The  study  was  conducted  using  both  primary  as  well  as  secondary  data.  Information  will mostly  be  collected  from  primary  sources,  while  in  some  cases,  secondary  sources  like journals,  articles,  books  and  reports  will  also  be  considered.  Bardiya  district  was  selected purposely,  and  given  the  lack  of  resources  and  time  constraints  for  the  study  to  cover  the entire district, the study conducted purposive sampling to choose the most affected VDC in Bardiya district, namely Baniyabhar VDC. Simple random sampling was used to generate the sample households from the nine wards in Baniyabhar VDC. </abstract>
