  <abstract>This study has been initiated to find a strategy for Decreasing the unaccounted-for  water (UFW) in the Phnom Penh Water Distribution System. The reduction period of  unaccounted-for water, is a function of rehabilitation, namely the immediate reparation,  replacement and cleaning of old and broken pipes, the installation of the water meters for  customers, and particularly encouragement for inspectors and meter readers to control illegal  connection from the water distribution lines.  The UFW is calculated by integrate flow formula and billing ratio. This formula are  required the simple data, namely water consumption and water production from the plant.  Unaccounted-for water was 59% in the end of 1996. By the end of 1997, the PPWSA  plans to decrease UFW to 50%. After this, UFW will be reduced 5% every year. The goal of  unaccounted-for water after the system has been completely rehabilitated in 2001 is 30%. </abstract>
