| 520 | _aSurabaya, the second biggest city in Indonesia, has high seismic risk because of high population density and the relatively poor quality control enforcement of buildings. It is imperative to quantify the potential damages and losses in a region due to future earthquakes in order to establish proper management plans for earthquake disaster reduction. Therefore, preliminary assessments of potential damage and loss distribution from scenario earthquake in Surabaya are examined in this study using appropriate methods, models, and engineering judgments depending on the available data using GIS as a platform. The suitability of two well-known loss estimation methodologies, ATC-13 and HAZUS, are verified using damaged building data from real earthquake phenomenon in Bengkulu City, Indonesia. It is found that HAZUS methodology gives better result than ATC-13 for Bengkulu earthquake case and, thus, it is applied to Surabaya City case study. The Java subduction zone is set as the source of scenario earthquake. The soil model is constructed based on geophysical and borehole data. The site dependent response spectrum of ground motion is computed by Youngs et al. (1997) attenuation relationship. The inventory data are collected from tax assessor data. The building response is evaluated by the capacity spectrum method and expressed in terms of probability of being in one of damage states. The structural classification, fragility curves, monetary, and casualty loss are adopted from HAZUS earthquake loss estimation methodology. The microzonation using microtremor observations is done to verify the results from seismic damage assessment study. The results show that the building collapse and casualty ratio are influenced by soil condition and building type proportion. The damaged buildings are concentrated on soft soil area. There is reasonable correlation between the results of building damage distribution and microzonation map. The results from this study are expected to serve as a basis for seismic disaster mitigation of the city. | ||
