| 520 | _aThe Rawalpindi city is facing a severe housing shortage problem due to rapid increase in population. Th e area for future expansion of the city is only available in South-Western direction, and three directions are already bounded due to Capital city boundary. But the development trend is already started in this area and t his fringe area is under going transformation from rural t o urban land use Its potential for continuing urban development h as already been identified in the studies. But the responsible government agencies are giving little attention and the area is characterized by spontaneous development which results haphazard and unplanned land conversion. At present, the process of land and residential development in the fringe area is taking p l ace through the individual households effort s and private developers and government efforts a r e totally absent . But al these development are taking place in an unplanned way due to the absence of a n effective planning and development measures and t he mostly private land development projects are unapproved. So keeping in view the above situation, a broad - based comprehensive outline plan (Structure Plan) has been proposed for the urban fringe area of South- Western section for a period of 15 years , with the purpose to regulate the future development and to fulfil the housing backlog of Rawalpindi city a nd also provide housing for the next 15 years (19 91 - 20 06 ) . In the proposed Structure Plan, land pooling/readjustment technique has been recommended for fringe area development. It is more feasible technically and financially due to the land ownership pattern in the fringe area. It is also feasible to avoid the land acquisition complications and financial constraints of Development Authority. On the other h and, it is recommended to government that a special attention has been given to encourage the private developers and provide possible assistance for rapid development of the area. Because, at present 60 private land development projects have been proposed by different private developers, out of these 21 are doing progress works in the form of laying out network infrastructure . It also draws attention t o the concerned development agencies and indicates their l ack of awareness regarding the current problems in the urban fringe area of Rawalpindi city. Th e study also recommends t h at a more realistic planning and development approach be taken in regard s to these problems, and regulate the future development in a planned way by adopting strict landuse control measures. | ||
