520 _aControl of congestion in B-ISDN networks is an important and complex problem which must be solved to permit these networks to operate while providing good quality of service to all network users. Connection Admission Control (CAC) is considered to be an important component for congestion control in B-ISDN. Connection admission control strategies developed so far for on-off cell traffic are mostly confined to using the peak cell rate and average cell rate traffic parameters. Little work has been done on developing CAC strategies which include the average burst length. This study proposes a new CAC scheme, here termed the 'Three Parameter Scheme', which uses the peak cell rate, average cell rate and average burst length traffic parameters. We demonstrate that improved statistical multiplexing gain is achievable when the burst length traffic parameter is included. The results of a comparison suggests that the Three Parameter Scheme together with Saito's Scheme (SAITO, 1992) are suitable for the realization of connection atimission control in B-ISDN networks for on-off cell traffic.
