520 _aThe precarious urban housing situation in Bangladesh is worsening day by day. In Dhaka city, the problem is more acute due to continuous and rapid growth of population. Even the housing for government employees is far from satisfactory. The government so far has been able to provide only 10,024 houses for its 97,000 employees in Dhaka city. Moreover, the present system of housing development undertaken by the government does not offer a permanent solution to its employees since they have to leave the rental units provided by the government on their retirement. In the present study, an alternative approach has been proposed. As an example of the approach, a co-operative housing development and ownership project is formulated for the lower-middle income government employees in Dhaka. The project is located in a suburban area (Mirpur Section 17). The land for the project is under a government agency (Housing and Settlement Directorate). the total project area is 13.33 acres, where 416 housing plots are arranged for 416 members in four co-operative societies. Each plot would have a two-unit two storied structure, one unit to be owner-occupied and the other to be rented out for cost-recovery. The size of the plot is 792 sq.ft. and floor area is 1,068 sq.ft. for the two units. The concept of row-housing with low-cost innovative pre-cast materials has been introduced where the total cost of a house comes to Tk. 164,400. out of this total cost, only Tk. 10,000 will be available as a downpayment from the individual members, the rest, Tk. 154,400, would be borrowed from the financial institution (HBFC). A maximum interest rate of 9 percent can be imposed on the lower-middle income groups to be repayed within 25 years. The project proposed a 5 percent rate, to provide more incentive to develop such projects at a wider scale. The reduced rate of interest for such housing projects is reasonable in the context of the government's policy and existing practices in the country.
