| 520 | _aFreshwater fisheries plays main role in supplying the livelihood for rural people, however the past system of fisheries management are seen, it did not provide livelihood for local people because this system cause many problem to community such as conflict among fisheries resources users between commercial fishing and subsistence fishing and occurring anarchic fishing that caused by industrial fishing. These factors made these resources under grave pressure and lead to decline fish production. Thereby RGC changed the system of fisheries management from state to community level in term of ensuring renewal and sustainable fisheries resources management. RGC have introduced a new mechanism by empowering local people to manage these resources by themselves in term of managing and using fisheries resources in sustainable manner. A case study is conducted to find the process and implementation of these resources management by community fisheries. The case study is located in community fisheries in former fishing lot number 13 in Kanleng Phe and Kien Tama village of Kampong Chhnang province. Methodology that applied in this case study is random sampling has 73 households sample sizes. Data collection method is used standard questionnaires and semi-structure questionnaires and these data are analyzed by qualitative and quantitative method. This case study found that fisheries management reform this system can contribute to livelihood for local people such as provide income, food security, and other employment. Fisheries resource management by community fisheries does not ensure sustainable fisheries resource management because illegal fishing activities are still available, conflict among fisheries resources users still take place, and clearing flooded forest are still going on. Therefore, these anarchic fishing activities lead to decrease fisheries resource in fishing ground. This happening because community fisheries are not recognized officially by legal way and there is the lake of local institutional support. This case study is also given a recommendation to improve community-based fisheries management. | ||
