520 _aThe performance of a production system can be significantly improved through implementing a suitable production and inventory control (P&IC) system, and appropriately managing the situational factors. Some well-known P&IC systems, namely JIT, MRP, OPT, and some hybrid or mixed systems are reviewed . The existing body of literatures do not offer a sufficient guideline for selecting and developing a suitable P&IC system, and for managing the related situational factors . This research attempts to develop an approach for managing the situational factors, and to establish guidelines for developing a P&IC system which is suitable for the situation or environment of the company. A contingency approach for the selection of a P&IC system is developed. The factors which affect the performance of the production system and which are related to the selection of a suitable P&IC system are summarized . They are called the situational factors. The characteristics of the situational factors which are suitable for the JIT and MRP systems are identified and presented in suitable organizational profiles. The profiles reveal that most situations require a mixed system between JIT and MRP and in some situations, typical OPT ideas are required in combination with JIT and MRP. The profiles are also useful for identifying the factors which need to be managed. The relative importance ยท of the factors is determined by using a questionnaire survey of expert's opinions. The respondents are professors in an industrial engineering field in foreign countries and managers of several industries in Thailand . The survey's results support the notion that the study framework should include as many related factors as possible. The inter- relationships among the situational factors are studied. Based on these relationships, a hierarchy of the factors is obtained by using the Fuzzy Interpretive Structural Modeling (FISM) . In add i tion, indirect relationships between the factors are also studied. Based on their driver power and dependence, the factors are classified into 4 sectors. This information is very useful for determining the sequence of change of the situational factors. The standard programs for managing the factors, e.g. quality circle program, preventive maintenance, setup reduction, are summarized and the linkages between the programs and the factors are identified. This is useful for determining the techniques or programs for managing the situational factors. A guideline for developing an effective mixed JIT-MRP P&IC system is established. The system is divided into 3 sub-systems: master production scheduling, manufactured component scheduling, and purchased component scheduling. The alternative methods for dealing with each sub-system and their suitable situations are discussed. A case study in a battery company is performed to illustrate how the general ideas of the dissertation can be integrated and applied in a specific case. The research concludes with a discussion on significant contributions and limitations, and on recommended further studies.
