520 _aA Pilot Project was launched in Daudzai near Peshawar (pakistan) under the Integrated Rural Development Programme in 1972, and a Development Service Center called 'markaz' was established there. This study attempts to investigate the role and achievements of the markaz in the Daudzai area. A field survey was conducted to obtain information from the recipient population in order to determine the impact of the project, mainly in terms of people's participation, their problems, attitude towards and perception of the markaz, and the extent of benefits that had accrued to them on account of three selected Works Schemes. On the basis of field observations, it was concluded that the overall physical conditions in the study area were quite poor. The findings of the survey revealed that there was lack of people's participation in the process of project implementation and lack of involvement in carrying out development activities ad a joint venture of the people and the Government. The shows the failure of the project to reach the grassroots. The survey results led to the conclusion that the Works Schemes, i.e, Irrigation, Drainage and Land Development, did not prove to be sufficiently effective to overcome that problems of salinity, flooding and low yield on the one hand, and to increase agricultural production on the other hand. Consequently, the poor road network and lack of marketing services further added to the problems of the local population. It was suggested, that while launching any programme, the genuine needs and priorities of the villagers must be given due consideration. they should be properly convinced and made aware of the usefulness and benefits of any programme. Dependency upon the Government should be discouraged and self-reliance should be activated. Professional skills and training in fields other than agriculture should be imparted in order to avoid dependency solely upon farm income.
