520 _aThe immense growth of metropolitan areas in developing countries eventually creates externalities, especially traffic problems. Attempts to decentralize economic activities to the peripheral areas often remain incomplete. Thus decentralized industries within the range of daily commuting generate enormous additional traffic. The research is primarily interested in finding feasible alternatives which can help to reduce the need of traffic in the long run. Two possible strategies, first, resettlement of commuting workers near their work place, and second, transport improvement for the commuters, are tested by comparing their benefits and costs in a twenty years time stream. Under field surveys three components were investigated, (i) extent of industrial development through an Industrial Management Survey, (ii) travelling requirements of the workers through an Industrial Workers Survey, and (iii) reciprocal elations of the town located in the periphery of the metropolitan area through the Muridke Household Survey. The results of the surveys indicate that the majority of the workers commute from the centre of the city by various modes. It seems to be possible to resettle half of the commuters if their required services are provided near their work place. Housing is a major priority accompanied with public services. It is further concluded that both alternatives can be implemented as so far the investment is concerned. but the first alternative would be more successful. The second alternative does not solve the commuting problems in the long run, but it can help to reduce travel time and cost in the short run. Thus in the end it is concluded that resettlement is a better approach to achieve a complete decentralization in the metropolitan area.
