520 _aThe main concern of the present Ramos' administration, is to give priority to the plight of the homeless. One of the programs that had been launched for this purpose, is the Urban Development and Housing Program (UDHP). An important feature of the UDHP is the promotion of the socialized housing program, along with the implementation of the "20% socialized housing policy", which evolved with the task of solving the perennial problem of poverty and homelessness through the maximum participation of the private sector. The policy mandates the private residential developers to allocate 20% of the total subdivision project cost or 20% of the total subdivision area, for the development of socialized housing projects, intended for the homeless and underprivileged. Several issues had cropped up regarding the said policy, such as, the unwillingness of the private developers to comply with the requirement, their constant lobbying for an increase in the selling price, and the weakness of the implementation stage, on the part of the Local Government Units. This study then, is an evaluative and descriptive type of research which focuses mainly on the developers' perceptions and investment behaviour towards the 20% socialized housing policy. The research has covered opinions from several Cebu-based private residential subdivision developers, some Non-governmental/Non-profit Organizations, as well as views from various shelter-related government agencies. It further examines the factors affecting the success and/or failure of the policy implementation by the Local Government Unit of Cebu City. The findings showed that with the situation in Cebu City, where raw land price has tremendously risen up, the Pl 50,00 selling price, could not assure a desirable profit ratio, thus, majority of the private developers escaped from the 20% compliance duty. The results further revealed that there is no monitoring and evaluation on the pai1 of the implementing body, the Local Government Unit of Cebu City, thereby resulting to weakness in the enforcement level, and failure in the implementation stage. Moreover, it has been found out that only the Non-governmental or Non-profit organizations could readily supply socialized housing units, since they have less profitability margin, and are utilizing low-cost technology and indigenous materials.
