| 520 | _aIn past studies, macroscopic evaluation models of logistic policies have been less concerned with individual firm's behavior. Microscopic models of this kind usually have limitations, such as relatively small study area or few policies. Therefore, the purpose of this study is to develop a model that can evaluate several logistic policies for metropolitan area considering individual firm's behavior and their characteristics. The models developed in this study employs disaggregate model and micro-simulation so that the estimated traffic reflects each firm's behavior. Disaggregate models were developed using data from the Tokyo Metropolitan Goods Movement Survey, and the developed models were applied to firms in the Tokyo Metropolitan Area. This study showed the framework and methodology to predict traffic states for logistic policy evaluation. The model could determine the mechanisms of firms' freight transport, such as decision of delivery frequency and logistic costs. Three policies were evaluated by VKT and NOx before and after policy enforcement. The result was that road pricing was the most effective policy and a construction logistic center was not very effective under the examined conditions. | ||
