520 _aRap id growth of population in Metropolitan cities of Asia has resulted in spatial expansion of these urban areas. Planning and development agencies have attempted to control/guide these spatial expansions , using various available planning tools , lil<e zoning, Land use regulations, large scale acquisition of l and, incentives for deve1opment . But in many cases they fai1ed to achieve the desired pattern of development due to one reason or the other. This study covers an a rea where economic policies were implemented without giving consideration to spatial, physical planning and environmental characteristics of the area . This has resulted in residential and commercial development subsequent to the industrial development in a flood prone area. Later on inadequate provision of housing to the urban poor in planned housing deve1opment and constant negligence of the responsible agencies , even the deve1opment in the study area was c 1ear1 y opposite to the desired growth direction of t he city , i . e ., southern s ide of the city, has provided an impetus to the unauthorized development activities in the area . The neglected but needy people were left to the only option, which was obviously favorable to them for cheaper land ; being located in flood hazard area , and close to job; being located close to potential employment centers, to settle in an un favor able area not suitable for development . This has resulted in rapid expansion of the built up area of Shahdara , crossing administrative boundaries , penetrating into another district. Obviously the increase in built up area means increase in flood damage potential and flood vulnerability of the area . It has been anticipated that this situation would be further exacerbated in future and would cause extensive damage, l T appropriate planning measures (non-structural measures) are not adopted in addition to the flood protection measures (structural measures). The Scenarios have been used to describe the possible outcomes with and without implementing planning measures. Re commendations have been made to minimize the sufferings of the peop1e and to achieve homogeneous development in the metropolitan area of Lahore .
