520 _aLand consolidation is land use policy that aims to remedy agricultural production inefficiencies caused by land fragmentation. Land fragmentation in which a single farm consists of numerous parcels that are often dispersed over a wide area, is characteristic of farm in many countries, especially developing countries. In Viet Nam, land fragmentation is widespread, particularly in the Red River Delta, where collectivized land was equally reallocated to individual households after the demise of collectivization in the 1980s. Because land fragmentation is considered an obstacle to the adoption of modern technologies for crop production, the Vietnamese government has implemented policies encouraging land consolidation since 1998. Such policies, however, have brought about different outcome, depending upon the socio, cultural aspects of particular land areas. Recognizing the difficulties of agricultural land fragmentation together with implementation of The National target program on building new rural areas period 2010 - 2020, Nam Dinh Provincial Party identified land consolidation is key and prerequisite stage in the success of this program. Therefore, following Decree number 02/ NQ {u2013} TW 06/ August/ 2002 of Executive Committee of Provincial Party; Direction number 07 day 19/ September/ 2011 of Provincial Standing Committee and other relevant documents, Nam Truc district has implemented land consolidation project since 2011. Whole district has 1 town and 19 communes in which there was 2 communes completed this project from 2011 to 2012, other communes are going to complete in the end of 2013. During implementation progress, the lack of management skills of managers caused confusion in understanding of local people about project lead to disagreement in some villages. Therefore, this study is mainly constructed to analyze operation mechanism of project, local people{u2019}s perception about project as well as its effects in the both economic and society aspects. The analysis employed both quantitative and qualitative methods through house survey and key information interview and some documents from different sources. Base on collected data and analyzed data, the result showed that there are some significant differences between before (before 2011) and after project (2013). For example, the number of plots per household declined from average of 7 plots/ HH to average of 2 plots/HH in Lac Chinh village. The income annual per HH from crop and livestock increased, while expenditure annual per HH decreased. Besides, the satisfaction of local people in irrigation system and road system in fields was increased. And, perception of local people in Lac Chinh village about project and its effects also are better (at high and very high level) than Thon Ba (at medium level). Therefore, i expect that the result of this study will be contributed improvement local people{u2019}s perception and promote completion of project in the remaining communes.
