520 _a Thailand Department of Highways (DOH), cold mix asphalt (CMA) method has been used for pavement recycling or reclaimed asphalt pavement since early 1994s. It offered the benefits in terms of reduce construction cost and friendly environmental. Using stabilizing agent with recycling materials has been widely used. It can be called the first pavement recycling or reclaimed asphalt pavement (RAP). For in this study consider the possibility of second pavement recycl ing (2PR) when the roadway occur failure or reached the end of service life. The research objective is study the effect of addition cement and asphalt emulsion on properties and performances of materials which proportion of materials would be varied AC:Bas e ratio of 25:75, 50:50 and 75:25. Conclusion, 25:75 ratio is a proper proportion for the design of pavement recycling using eith er cement or asphalt emulsion as stabilizing agents. In terms of compressive strength, cement stabiliz ation shows higher performance than asphalt emulsion stabilization. Therefore, the suitability of AC:Base ratio in terms of resistance to the compressi ve stress and shearing strength of pavement materials is 25:75 ratio. AC:Base ratio affects strength of base coarse layer. If the percent of AC surface increases with the decrease of dry density of materials, the compressive strength decreases because ma terials behavior become softer. For each AC:Base ratio, different stabilizing agents affect performance properties of the recycling pavement. Addition of cement can improve the performance of the mixes than asphalt emulsion. In terms of the effects on pe rformance of pavement materials, AC:Base ratio of 50:50 with addition of cement performs well for base layer because high stiffness and less moisture susceptibility can be observed. The pavement construction using cold mix asphalt recycling shows that 25 :75 and 50:50 ratios are appropriate proportions as they improve the physical and engineering properties of second pavement recycling which are determined in terms of gradation analysis, atterberg limit, unconfined compression, indirect tensile strength a nd resilient modulus.
