| 520 | _aFarmers' participation in operation and maintenance of the irrigation system has been reported to have significant effect on the performance of the irrigation systems. There has been a growing concern over increased farmers' participation in the management of irrigation systems. One of the areas of prime concern has been the kind, process and level of involvement and participation of beneficiaries in the management of irrigation systems. This study is conducted with the objective of having a comparative assessment of system performance and farmers participation in two irrigation systems in Nepal: one being managed by the government and the other being managed by the farmers, to determine the extent and prospects of farmers' participation in operation and maintenance of irrigation systems. The study is based on primary data and survey research methods were used to collect the data and information. Findings of the study show that, the effect of deficiency in the physical component of the system is overcome through higher farmer participation and strong organizational control on operation and maintenance activities in farmer managed irrigation system. Findings also reveal that the willingness and ability of farmers to participate in operation is distinctly different from those in maintenance of irrigation system. It was also found that farmers are willing to participate more in maintenance of lower level of physical component whereas they are capable and willing to operate the higher level of management. Governments' role and contribution has been found to be contributing factor for farmers' participation in farmer managed irrigation system whereas it is the limiting factor in government managed irrigation system. Farmers' participation and contribution in operation of both the farmer managed irrigation system and government managed irrigation system are found to be strongly not related with the direct benefit, cultivated area and irrigation service available to farmers. There is greater prospect of farmers participation in the operation of the systems and strength of organization in implementing rules and regulation would be the key factor. Recommendation has been made for gradual handing over of the responsibility of operation and maintenance activities of lower to higher level of the system with assurance of government support in the case of major failure of the system. | ||
