520 _aThe delay in construction project has almost become a part of project; however it can have detrimental effects on the development of countries like Bhutan with small economy. This research was carried out with aim to find the top ten factors causing road construction delay in Bhutan. The factors were identified based on frequency of occurrence, degree of severity and importance index. Degree of severity assessed the impact of each factors on time, cost and quality. There were 106 valid questionnaire collected and 54 from Department of Road (DoR) those were 52 from construction companies. Five experts were interviewed for in-depth discussion of top ten delays factors. The top-ten list of factors based on frequency of occurrence included almost all the factors that were in the list of top-ten based on degree of severity. Rainfall was ranked one in both case and rest of the factors had different sequence in those two lists. This study came up with some of the prominent factors causing delay in road construction of Bhutan. These are the factors listed in top ten based on importance index calculated using the frequency of index and severity index; Rainfall, Dependency on imported materials, Award project to lowest bid price, Shortage of labors, Poor terrain condition (steep slopes), Progress payment Delay, Delayed payments to labors, Delay of construction materials delivery, Insuf ficient project time frame, Existing traffic/ traffic control delay, Rework because of error during construction, Poor soil quality, Financial Difficulty of contractor, Low productivity of labor. The assessment on impact of factors on time, cost and quality from the ANOVA test revealed that there is significant difference between time, cost and quality. Time had highest and significantly different mean score compared to cost and quality, indicating delay has highest impact on time and low impact on quality.
