| 520 | _aMost urban areas lack of infrastructure service, particularly in water supply sector. The need of water with the rapid growth of population may cause the problem of shortage water supply. Most of the people live in centre of Phnom Penh have access to water supply but the problem is the urban poor in inner city viz; Dangkor, Meanchey and Russey Keo district, with low access to water supply. Dangkor is one of the urban poor areas which have low access to water; poor people cannot afford the tariff and connection fee. Their alternative sources of water are water vender and traditional source from well, pond, lakes etc. The main objective of the study is to analyze the factors or problems of low access to water supply of urban poor and propose the appropriate options for improving access to water supply. Dangkor is the poor urban area selected in this study. The study is an exploratory research basically used the primary data, secondary data and also the interviews. The research was based on field survey data collection from the household survey by selected sample household size. The study also included an analysis of the institutional and financial aspects to find out the major factors causing the problem of low access to water supply. To cope with the problem of low access to water supply of the poor, five options were considered; policy reform, subsidy on water, creation of poor community, water private participation, and well with simple technology. The major factors of low access to water supply are the low scatter density of population in urban areas leading to difficulty to expand network. Phnom Penh Water Supply Authority (PPWSA)'s regulation does not allow the people who are having no land title to access to water supply. Hence, creation of poor community and private provision are appropriate options but also combined with other options, structure reformed and subsidy on water, so the poor will get benefit from water. Creation of poor community is based on fund from NGOs or donor for establishing, but the commune council or local authority also importantly play role in this matter to deal with PPWSA for distribution. PPWSA should he encouraging water private provision to establish supporting financial and technical aspects to take in to account for extending their service. Policy reform of PPWSA, should be disseminated to whole city, especially urban poor. In addition, subsidy to the poor should be providing to whole areas of urban poor. The new water instalment system should be built nearby the urban poor to provide for different levels of water to the poor | ||
