520 _aMini-Hydropower Project for Rural Electrification is constructed in Cambodia of Siem Reap province. This project is analyzed as a case study for developing a Project Design Document (PDD) of the Clean Development Mechanism (CDM) project cycle. Mini»Hydropower project has two schemes such as K1 and K2 scheme that have the total capacity of 1,385 kW, and an annual electricity generation of 6, 199,758.6 kWh/year. The objectives of this research study are the following: (I) to establish the baseline emission and determine the level of Greenhouse Gas (GHG) emissions reduction from the proposed project, (2) to carry out addtionality analysis for the proposed project and assess the sustainable development effect of the project, and (3) to carry out financial analysis of the proposed project under the CDM project. In this project, the baseline emission is obtained to be 4,960 tCO₂ per year. Since the project emissions (i.e. emissions from hydro plant) and leakage are zero, the emission reduction by the project activity equals the baseline emission. Moreover, the additionality in this project is the main investment barrier, as because the calculation of financial analysis shows a very low IRR of only 6.31 %. So, this is the main barrier for the implementation of the project activity. The assessment of sustainable development needs to ensure that the proposed project meets the requirement of the host country. The financial analysis shows that whether the project is financially attractive or not with including or not including the proposed CDM project
