520 _aOrganizations today are facing changing business/management conditions due to increasingly complex user demands, rise of the knowledge economy and advances in information communication technologies. It is generally accepted that one way of surviving this inter-organizational innovation of information networks is to acquire core competencies. More importantly, organizations need to maintain critical applications that effectively meet the infotmation needs of the users, from decision support systems to enterprise resource planning and accounting applications. Therefore, an information network is needed to supportan organization's Management Information System. Today, it is widely recognized that an infmmation system is essential for the management and development of the Education sector of Sri Lanka. The Ministry of Education has already taken steps to establish such an information system. The present study reviews the status of the current system and assesses the needs of the users in the sector. In particular, it analyses the existing information system environment and its IT framework. Based on the users' needs, this study proposes an upgraded Education Information Management System (EMIS) and identifies the relevant hardware and software development activities. Furthermore, an information network model and information modules are proposed for development and implementation. In addition, telecommunication and network topology, connectivity and devices, database resources and data processing systems are also discussed. Finally, the study describes some of the benefits, which could result from the implementation of the EMIS. This study had a number of limitations. Due to time limitations, it focuses on four main components of a possible Information Network Model, namely Information and Communication Technology, Data Management, Institutionalization and Human Resources. It is envisaged that other components, such as Financial Information and Socio-economic data, may be integrated into the EMIS in future. The study also covered a limited geographic area and limited number of offices. The upgrading of the Education Information Management System is part of the Government of Sri Lanka's overall reform effo1ts in education management. Such an EMIS would eventually cover all educational offices in Sri Lanka, down to the school level, thereby linking the whole country's education system to the Ministry of Education. This study offers a set of recommendations to develop a suitable EMIS for Sri Lanka. However, there is a need to convince our Education Administrators of the need to integrate ICT into the sector. It is hoped that this study will serve as a practical contribution to deepening understanding about the potential for ICT to be used in education management.
