| 520 | _aThe contribution of a well developed and maintained road network in rural areas is considered as a prospective way for poverty reduction. In Bangladesh, being a developing country, efficient and balanced rural road maintenance and development planning is a prime concern. The Local Government Engineering Department (LGED), a public sector organization is entrusted for planning and implementation of road infrastructures in rural areas of Bangladesh. To avoid random development and maintenance activities, it is essential to identify most effective or basic roads, in terms of economic and social benefits, out of all categories of roads in an Upazila. The network comprising those efficient roads is termed as Core Road Network. Then all the development and maintenance programming will be limited to this network if there is resource constraint. In this study, an algorithm is developed according to LGED's guidelines based on vector data model of GIS to find out the Core Road Network. In addition, Dijkstra's single-source shortest path algorithm is implemented to identify shortest path which eventually helps in selecting most beneficial route in terms of length (paved or unpaved), resource involvement and benefit return. To keep the performance or riding quality of paved roads in satisfactory level, regular maintenance activities is a must. But the yearly fiend allocation is not sufficient to bring all the roads under maintenance. This situation leads to make optimal programming for maintenance activities to ensure best use of resources. International Roughness Index (IRI), a measure of riding quality of the pavement, is derived from present road pavement condition and projected during analysis period using road pavement deterioration model. Both economic and social benefits are estimated for different maintenance alternatives on a particular road section. A discrete integer mathematical model is developed to optimize the 4-year maintenance rolling plan. Like maintenance programming, a mathematical model is also developed to prioritize the development activities for rural road. The essence of this study is to identify Core Road Network and to incorporate social benefit with economic benefit for maintenance and development programming as many rural roads do not pass the economic viability yet the roads have tremendous social impact. | ||
