520 _aThe purpose of this study is to apply the AHP to strategic planning in the Vietnamese university. A model were developed with three analytical levels. In the first level, four main actors that affect NEU's strategic planning are : the faculty, student, government, and business community. Under each actor there are six criteria impacted: teaching renewal needs, research need, quantity and quality of the faculties, quantity and quality of the students, space and materials, financial resources. In final level, three scenarios : fast reform, moderate reform and slow reform were selected. The research purpose is decomposed into determining the importance of the actors and the factors, and choosing the most reasonable reform scenario. A survey through questionnaire on the pairwise comparison of criteria and sub- criteria has been conducted to provide qualitative data which will be used for the calculation of priority weights. Data were collected from 11 experts of NEU via individual interview supplemented by group discussion Under AHP framework local weights and the overall priorities of alternative strategies have been determined. According to expert's opinions, the result indicated that, the faculty is of the most important actor impacting reform process and in near future moderate reform strategy is the most suitable one for NEU
