520 _aOne of the main growth problems of Greater Kathmandu is the informal and haphazard pattern of land development in the suburban and fringe areas as the city expand s. The government introduced the guided land development (GLD) technique in 1988 to guide the urban development of selected fringe areas by creating a roadway network that would open up the area for development and provide a frame work to g u ide this development. The lands for the roadway network are donated free of cost t o the government by the landowners who obtain a road frontage. However, the implementation of GLD up to mid 1990 has not progressed as expected . This thesis reports a case study of the first GLD project in Nepal, the Sat Dabato GLD Project on 33 hectares on the southern fringe of Greater Kathmandu. As the Project is designed on l y to create t he roadway network , this study also proposes measures for the construction of network infrastructure and possible methods to assemble the separate private land parcels into larger sites for better subdivision layouts . Draft network infrastructure plans in clouding the costest imation for a part of the GLD Project area have been prepared, together with a desirable plot layout so as to s how how the Sat Dabato GLD Project could b e extend e d. This research study also con siders the views of the landowners, brokers, etc . towards t he project in order to identify the problems and issues as perceived by them. It recommends on possible measures to improve GLD so that it can be successfully implemented. The study has found that GLD is a feasible land management technique to guide the development of the suburban and fringe areas of Greater Kathmandu . However , it needs a legal and administrative framework plus greater effort by the GLD officials to increase the awareness a nd willingness of the landowners s o as to achieve successful guided and development.
