520			_aFrom the assessment of ins titutiona l arrangement and regul atory regime in Viet Nwn electric power sector in period from 1976 up to present time it was found that the underlyi ng pattern was the centralized prescriptive planning system . The l eading role belonged to the Ministry of Energy (MOE), who acts as the sole governmental administrative and regulatory body in the el ectric power sector and at the san1e time through the centraJ ized planning procedures MOE plays decisive role in operation and deve lopment of power systems . 'l'he power companies, :i.n large ext ent, are merely production entities under the direction and supervision of MOE. On the other hand l ocal provincial authorities also play influent.la l role in the distribution of e l ectricit y. Based on jnterviews with key people involved and various reports it had been s hmvn that the performance l evel of Viet Nam power systems has been s ubstantially lower than the standar d in the regj on and the est a.blis hed institutionnl arrangement and r egulatory regime constituted serious barr:ier for power companies to improve their performance. The arguments for thi::; conclusion are the l ack of incentive for power companies to perform better, the subsidized e l ectri city tariff that does not a J.low power companies to generate e nough revenue to cover the operati.ng cost, the excessive centralized :fuel and equipment procurement regulation and finally the centralizer:! but lack of transpaeency investment rE~gulations.
