520 _aThe government's commitment on establishing Investment Promotion Zones (IPZ) is for the economic and social development of the count1y. To achieve this, the crite1ia to be applied in project selection must be derived from, or be compatible with national objectives. This paper presents a quantitative model that can be used by Greater Colombo Economic Commission (GCEC) (the coordinating body in charge of IPZ) in choosing appropriate projects among many available alternatives. This methodology assists the decision makers to systematically segment their problems into a number of manageable parts and bring their best judgment at the elementaiy level of project selection. The conventional project selection method (socio-economic factor analysis) is not adequate for sustainable economic development. In the long term perspective, technological development is essential. The model provides a systematic methodology for project selection, which requires consideration of socio-economic as well as technological factors. The methodology proposed here uses the Analytfo Hierarchy Process (AI-IP). Two criteria which play important role namely socio-economic and technology analyses have been used in the model. Under the socio-economic consideration, all industries are ranked based on their ability for employment generation, foreign exchange eai11ing, domestic raw matelial utilization and GNP growth. The results are then aggregated by applying AHP. Under technological considerations, all industries ai·e ranked according to the degrees of sophistication in the physical facilities, human abilities n.nd organizational frameworks and then all these results are aggregated together by applying AHP to rank the individual projects. The applicability of the methodology is illustrated by employing data from IPZs in Sri Lnnka.
