520 _aThe extent to which the energy conservation opportunity, jeepney substitution by bus, can be implemented on the JUMSUT survey recommended corridors was explored . The framework used for the analysis of mode substitution is composed of five components. These are: projection of passenger demand, projection of vehicles, determination of fuel consumption , projection of operating cost and evaluation of impacts with regard to operating cost and transport fare. The methods and equations used in obtaining the results for a given component were in general identical with the ones used by the government agencies concerned with public transportation. Three substitution scenarios were set up to see the effect of mode substitution on the jeepney and bus fleet and on investment costs. Three fuel price scenarios were also considered to see the effects of an increase (normal or immediate) in current fuel prices on vehicle operating cost. Based on the assumptions made, it was found out that substitution of jeepney by bus was not possible if t h e scheme was carried out on corridors collectively. Higher average travel speed of the jeepney compared to bus was the main reason. Half of the recommended corridors by JUMSUT showed potential for substitution at 25% level. These were: Marcos Road, E. Rodriguez, Taft Avenue and Rizal Avenue. The selection of these corridors were based ·primarily on energy consumption and on the sensitivity of the resulting vehicle mix to sudden increases in f u el prices. Further studies using improved a nd updated data are recommended to confirm the results of the study.
