520 _aRASys (Risk Assessment System), a knowledge-based system, helps make the rational and consistent decision by any potential user in considering the result of total project risk involved in pre-investment stage of Build-Operate-Transfer type of projects. Its conceptual model is divided into four main modules, namely risk identification, risk hierarchy, risk analysis and suggestion. Risk identification module contains fifteen sub modules concerning sub-risk factors of three major risk factors which are financial, social, and environmental risk. RASys furnishes hypertext documentation facilities that allow the user to get info1mation for fully understanding of questions and answers in the reasoning process. Combination of conventional help system and hypertext facilities offers more attractive and user friendly interface than conventional knowledge-based system. Risk hierarchy provides the user to see what kind of risk factors and sub-risk factors are involved in his/her project as a whole and it also acts like a preliminary step to evaluation of risk. Risk analysis of RASys uses Analytic Hierarchy Process to compare all risk factors and sub-factors and then it performs pair-wise comparison. All unaccepted judgments are rechosen to check with accepted inconsistency ratio. At the end of pair-wise comparison, RASys will give the result of the amount of risk involved in the specific project. Suggestion part of RASys offers suggestion in taking the project with respect to result of risk analysis. RASys uses its built-in rule based structures and developer defined functions to fulfil the user's requirements in addition to the assistance of hypertext facilities.
