520 _aThe context of the study is to atomize and set up a land use monitoring process within the National Forest Inventory and Planning Office which could provide the information on land use and land use change and related thematic maps for the objectives ob a sustainable land use planning. Therefore the main focus of the case study is to establish the method for assessment of the land use/cover change within the GIS environment. Land use/cover is estimated from interpretation of different data source: satellite image and air photos from different dates. For this study, derived data were used from the air photos and satellite image taken at 2 different periods: 1992 and 1997. The study involves the creation of a simple data model for storing the required basic data for further land use/cover change analysis, interpretation of air photos and satellite image, accessibility analysis and relating land use/cover change. The GIS is a powerful tool for data capture, data management and data analysis. There are two types of data structures: vector and raster, which can be handled by the GIS. In this study, the basic data required for the assessment of land use/cover change are kept in the vector data structure whereas the analysis of land use/cover change and the related results are done and kept in a raster data structure. Visual interpretation of satellite images Land sat - TM and aerial photographs is needed to define the land use and land cover categories. For this a complete approach of visualization has been elaborated including spectral and textural/structural key associated to the definition of the necessary classification scheme (categories of land use/cover) required for sustainable planning objectives according to the priorities prevailing in the studied area. Such visual approach for image interpretation is displayed, as it is currently the only approach able to be operational under the constraints existing in the National Forest Inventory and Project Operational in Laos The land use/cover change is a complex process caused by number of factors. The accessibility is one of the most important among those. To better understand the process of land use/cover change and be able to predict future change, further study should be carried out by taking more variables into consideration such as the economic factor, population pressure, the government policy etc.
