| 520 | _aDhaka (Extended) Metropolitan Area has and continues to experience a rapid growth of population along with economic and administrative activities. This growth has brought in its train a series of problems relating both to the quality of life and to the administrative institutions which affect their quality. For a variety of reasons, most of these problems have been approached in an "ad hoc", problem by problem manner. As a consequence, a host of different organizations have grown up in a haphazard way. Many are no longer organised in a manner which is suited either to the scale or the nature of the problems which now exist, and there is very little machinery to ensure that the agencies work in concert (coordination) with each other. This study aims to review and assess the appropriateness of the existing legal and administrative framework for planning and development of the Dhaka Extended Metropolitan Area (DEMA) and investigate possible alternative metropolitan administrative structures to provide a more appropriate institutional framework for managing planning and development of DEMA. This was undertaken by, first, reviewing the national administrative system for urban (metropolitan) planning and development and the related laws and regulations which support the system; second, assessing the effectiveness and efficiency of metropolitan planning and management by the existing administrative set-up and its legal system; and third, by proposing alternative administrative structure for better planning and management of DEMA and analyzing them using a conceptual model of metropolitan government and applying a set of criteria drawn from the actual metropolitan administrative environment in Dhaka. Finally, this study evaluated each of the four proposed alternatives against the criteria set to recommend the most suitable administrative structure for DEMA along with the needed laws and regulations to effect it. | ||
