520 _aThis study is canied out to understand the financing mode of infrastrncture projects in Cambodia. It identifies various risk issues faced by different parties and then assesses the magnitude of those risks, which have more or less effect on success of projects. The study also develops risk mitigation framework in Cambodia's context. It is found that participation of private institutions could bring more efficiency in operating or establishing infrastrncture facilities. Most developing countries are dependent on market mechanisms to guide their economic activities and private sectors supporting new investments. This arrangement is likely to bring more success in sustainable development. The project financing is an appropriate method for mobilizing funds for infrastrncture projects in the developing world. For Cambodia, it is realized that major hindrances for investment and development in Cambodia are political risks, bureaucracy delay, and corruption. The method to develop and finance infrastrncture projects for the royal government of Cambodia is to ask for grants and loans from international donors and development agencies. External assistance is very important to help Cambodia to stand up after many years of civil strife. But this method is not sustainable to develop infrastructures. The government must have strong commitment to encourage private investment opportunities by maintaining political situation, developing financial markets, spur private sector to enter contractual agreements with public entities for developing infrastrnctures on the basis of BOT, BOO, BOOT arrangements
