520 _aSemarang City is a coastal city in Indonesia that regularly faces floods. The city plays an important role in the domestic and national economy. Unmanaged flood risk in the city may disrupt the functionality of the city's important elements and produce wide ranging impacts. Semarang's flood risk is driven by climatic and anthropogenic pressures. Floods could trigger systemic impacts across the city{u2019}s diverse sectors and dimensions due to complex interplay of the city's natural, human, and physical elements. This thesis aims to investigate the systemic impacts of compound floods in Semarang City through a systems analysis approach. To do so, indicators of flood risk were gathered through a systematic literature review; a multi-hazard risk assessment was conducted using GIS tools to investigate the spatial distribution of compound floods in the city; and a system dynamics model was developed and simulated to investigate the systemic impacts of compound floods across various timespans. The systemic risk assessment framework developed for this study utilized primary data in the form of stakeholder interviews; secondary data sources from literature reviews, disaggregated and aggregated socio-demographic and hazard data as well as remotely sensed images from optical and radar platforms. The systematic literature review identified 124 indicators for the global library and 54 indicators for Semarang City to indicate compound flood risk drivers. The multi-hazard risk assessment found that the coastal areas of Semarang are prone to compound flood hazard, specifically the west and east coastal sub-districts, such as Genuk, Semarang Utara, and Tugu. In terms of flood risk, most of the city belong in the low and moderate risk zones. The system dynamics model developed for Semarang City found that systemic risk and flood inundated areas under a baseline scenario will increase in the next 20 years. Out of the three policy interventions simulated by the model, green, grey, and hybrid solutions, the green engineering represents the best policy approach to reduce long term systemic risk, reduce flood inundated areas, and control the impacts of floods.
