520 _aVietnam is an agricultural country. Thus, the potential of biomass dedicated for power generation is rather high. However, biomass technology in Vietnam now is under development stage in which its commercialization process is still very limited. The study assesses the viability of selected biomass based power generation in Vietnam for implementation under Clean Development Mechanism (COM) of the Kyoto Protocol of the United Nations Framework Convention for Climate Change. Types of biomass dedicated for power generation in Vietnam are mainly rice husk, baggase and fuelwood from plantation. Baggase has been used for power generation since 1960, however, level of exploitation its potential is still limited. Although the marginal abatement cost of C02 emission ofbaggase based COM as calculated in Vietnam was lower than that in developed countries, baggase based COM project would only be the attractive option if the price of baggase is assumed to be equal zero. This assumption is entirely suitable because the sugar mills use their own by-product as baggase for co-generation. The potential capacity of rice husk for power generation is estimated about 480 MW. Also, it is found that the marginal abatement cost of rice husk based COM (about 8 $US) was lowest in all projects considered in the study. Thus, rice husk based biomass is the most cost-effective COM option. The total C02 emission reduction from rice husk based COM, if any, would be 178 18 thousand tons. This is a considerable figure. So far, there is not any study on the practicability of fuelwood from planta tion for power generation, even if in the Master Plan V launched by Vietnam Institute of Vietnam. The study found that the potential of wood for power generation in Vietnam is very high, accounting for nearly 10% of system capacity up to 2025. The study also involved the sustainable basic concept. If the wood is used at sustainable basic, the marginal abatement cost decrease significantly that compares to the wood is not used at sustainable basic. Thus, it is necessary to have a good plan to exploit wood from plantation. However, the marginal abatement cost of projects based on wood from plantation as calculated in Vietnam is rather high. One of the main reasons for it is that the cost for hiring land use in Vietnam now is ve1y high. It is approximately 47 US$ in the case of wood used at sustainable basic and too high in the cased of unsuitable use of wood. For that reason, to allow power generation based on wood from plantation to be more reality and more attractive, it is essential to have right orientation in improvement investment environment e.g. cost of leasing land use as well as to have good plan to develop and exploit wood from plantation.
